League Summary 1. Yahoo hosted, email drafting money salary cap keeper league. 2. 20 team maximum - 2 to 4 conferences with 1 to 2 divisions in each. 3. Top 60% of the leagues teams make the playoff tournament. 4. Playoff seeding will be based on overall league standings of playoff teams. 5. League will use actual NHL Trade Deadline League Host 1. Yahoo Fantasy Sports (YFS) will host the league. 2. All drafts will be conducted via email. Rosters will be manually entered into YFS, but maintained throughout the season on available web space. Statistical Catergories For Skaters Goals, Assists, +/-, Powerplay Points, Penalty Minutes, and Game Winning Goals Statistics will only be kept for players assigned to the organization's Pro Team. The SCHL will be a Salary Cap league based on a Head to Head scheduled within Yahoo. All member franchises must set up a Yahoo team when leagues are opened and allow for complete access to the Commissioner and Co-Commissioner. Membership fees will be determined at the end of the regular season and must be submitted prior to June 1. For the inaugural season membership fees are waived.
Statistical Catergories For Goalies Wins, GAA, Save Pct. *By league rule, if you do not have a goaltender report for at least 3 games within a week, you will automatically lose all four games.
Team Names All SCHL teams will use the names of NHL teams and their affiliates.
Salary Cap There will be Upper and Lower limits of spending equal to that established by the NHL prior to the Free Agency signing period. For the first season the lower threshold will be $40.4M and the Upper $56.7M. Each franchise must have committed total salaries between these two thresholds no later than October 1 of each year. The maximum salary a player can earn (20% of his team's total available cap or $11.2M for 08-09) must be strictly adhered to.
Roster Make-up 3C, 3LW, 3RW, 6D, 2G, 3 Bench There will be a limit to the number of roster moves (FA Adds, Farm Call Ups/Demotions that can be done in a season. A maximum of 50 moves for the regular season. Each roster move will have a $10,000 fee associated with it for a potential salary cap hit of $500,00.
For the purposes of this rule, each farm call up will have allowance for a subsequent demotion of that same player (at a later date) or another player at the cost of one transaction fee. As an example: Nikita Filatov is recalled from the Syracuse Crunch. The cost of the move will be $10,000. Filatov is later returned to Syracuse. There is no additional cost for this move as the one time fee has been paid. Conversely if Nikita Filatov is recalled from Syracuse and Michael Peca is demoted and clears waivers, the associated cost is the one time transaction fee. A seperate transaction fee would be charged to the salary cap if Peca or any other player was recalled from Syracuse and Filatov or any other player demoted to the farm team.
During the playoffs each team will be allowed a maximum of one move per week. There will be no associated cost for the move as it is conducted during the post season when salaries have been completely paid to players and the waiver clause affecting contracts has been removed.
The only circumstance where more than one move may be conducted would be in cases where a player is being moved to Injured Reserve (IR), listed as DTD or returned to the NHL team's real minor league affiliate.
Farm Team Make-up Minimum of 15 and maximum of 20 players under the age of 24 with less than 150 NHL games played who has at least been selected by an NHL Pro team or signed to an Entry Level Contract (ELC).
Farm Team Eligibility Farm rostered players are allowed to transfer back and forth between the Pro team and the minors throughout the regular season. When a farm player moves to the active Pro roster, the GM will have to drop another player from that roster, in accordance with normal Yahoo Waivers. (See Waivers section for details on drops/adds). All claims must be announced via the SCHL message board.
Farm players may only be placed on IR if they were playing on an NHL 23 man active roster at the time of their injury. Farm players can replace NHL active players placed on IR via an emergency call up. There is no fee associated with an emergency call up as long as the player is only replacing an injured player on a temporary basis (The call up still counts against the league wide limit of 50 call up per season). The farm player must be returned to the minors prior to the injured player or any other NHL player being added to the active Pro roster. The farm player is protected from Waivers based on the nature of the emergency call up.
Without an available roster spot on his farm team, a GM must make space before any demoted player is alled to return to the farm team. Minor league players may only be added to the starting roster if they are playing in the NHL. If a farm player is on the starting roster and then sent down to the minors by their real NHL club, the GM must move that player to the farm or release his rights completely to Unrestricted Free Agency (UFA). The roster spot on the Pro team must then be filled with either a recall from the minors or a free agent signing via Waiver claim. There is no associated charge for a recalled player from the minors, but $10,000 will be charged towards the salary cap for the signing of a free agent.
Waivers During the regular season all players (Pro and Farm) completely released from a franchise will immediately become an Unrestricted Free Agent (UFA) eligible for selection each Monday at 12:00pm EST as part of the Waiver wire. Selection order will be determined by the current league-wide standings of the teams requesting the rights to contract players i.e., the team with the least number of wins the Friday prior will have the first opportunity to select an UFA. If that team does not put in a waiver request prior to the deadline, then the team with the next lowest number of wins will receive the opportunity to place a request. This process will continue until all eligibility is exhausted.
Trading All trades are to be reviewed by the Commissioner (and if elected Co-Commissioner) prior to acceptance and submission to the SCHL. The criteria for a trade to be accepted by the league office are as follows: - Player's salaries must fit within the framework of the league's current salary cap. - Prospects involved in the transaction must be assigned to their respective farm team and may only be recalled following a 24 holding period. - Draft picks involved in any transaction must meet criteria according to their assessed value using the following metrics: 1. first round selections will be valued at 5 pts or 100% 2. second round selections will be valued at 4 pts or 80% 3. third round selection will be valued at 3 pts or 60% - Draft picks may only be traded for the current and next season i.e, 2009 and 10.
The value of a previously drafted prospect will be associated to his depreciated value. For each season a prospect plays without having signed an Entry Level Contract (ELC), his value will be reduced by 10%. As an example, Rob Schremp is selected in the first round of the 2004 Entry Draft and valued at 100%. He plays two season with the London Knights of the OHL prior to a trade being struck between two SCHL franchises. Team "A" wishes to trade Schremp for equal to his assesed value, which would be the reduced 80%. Therefore Team "B" should extend an offer equivalent to 80% (max. first rd pick - min. two second rd picks) or perhaps a prospect of equal or greater value.
The Commissioner (or Co-Commissioner) will be the only members who may find fault with a proposed trade. All trades may be returned on one occasion to the parties involved for adjustements deemed necessary to either prevent the perception of collusion or the significant detriment of the league itself or one/more franchises. Following the resubmission of the proposal, if it is still deemed to not properly fit the criteria of a reasonable offer the league can reject the transaction in its entirity.
Following a formal rejection, if there is further belief by the parties involved that the trade would be beneficial, they may request for submission of the updated trade to the league as a whole for a veto vote by the membership. Only a two-thirds majority returned in favor of the trade will ratify it as a valid transaction and assets will then be allocated as described further in this rulebook.
End of Season Salary Adjustments At the conclusion of the playoffs the salary for each player will be adjusted to the next season's rate i.e., for a player signed through the 2009-10 season, once the 2008-09 is concluded his salary will revert to the new salary amount.
Contract Durations Contracts may be offered to players for lengths of five, three, two and one years. During the season each team may have up to seven 3-4 year, seven 2 year and five 1 year contracts. Players may only be signed to one 5 year contract with any organization. Once that contract is completed that player will become an Unrestricted Free Agent and may not be retained by the previous franchise without a 75% increase in salary from the previous season for a maximum of one additional season. Players who have not been committed to a long term five year contract may be signed as a Restricted Free Agent according to the rules listed below.
Free Agency Once the playoffs are complete , a player without a valid contract for the upcoming season will be committed to Restricted Free Agency (RFA) unless that player has completed the final season of a five year contract . The player's salary must be recalculated (using the formula included in the SCHL spreadsheet) by measuring the increase or decrease in the cumulative total of statisical categories during the previous campaign.
If a General Manager decides that the salary of a RFA is unacceptable for his budget and does not commit to this salary by July 1, the player may be offered a contract (until August 1) by any other SCHL franchise for 10% above the players new calculated salary figure. The franchise holding the original rights of the player has the right to first refusal and may then sign the player at this new salary plus the 10% offer or receive compensatory picks from the offering franchise as listed below:

Following this period if the player still remains unclaimed and signed to a new contract he is thereby released to the Unrestricted Free Agent (UFA) pool and may be selected by any organization during the Free Agent Draft. As an example, Evgeni Malkin finishes the second productive season. His ELC is expiring and he is subject to a performance review for his new salary. Per the formula, Malkin is subject to an $8M per season contract. Team "A" would have to sign him for the appropriate amount of compensation or trade his rights to an interested party for compensation. Team "B" would have the right to sign him for the appropriate amount of compensation only after Team announces their protected list of RFA's. Because of his projected salary, Team "B" would be required to relinquish five first round picks to Team "A" should the team decide not to utilize their right of first refusal clause.
Players that are 24 or under AND have played in less than 150 NHL games will not need to be protected or signed to new SCHL contracts. They will remain the prospect of that organization until the criteria above is met for RFA status.
Draft Order The SCHL Entry Draft will be scheduled annually to begin the Saturday prior to the NHL Entry Draft in June and be conducted via online snake draft. The draft will be considered concluded following three rounds of selections. Based on the previous final regular season standings, the last placed team will receive the second overall selection, while the first overall selection will be assigned to the team with the second worst record.
In the event of a tie, the draft order will be broken down according to wins, total points for, head to head.
The SCHL Free Agent draft will be scheduled annually to begin the first Saturday in August and conducted via email with 8 hour intervals available to each franchise between selections. The draft will continue until all available roster spots are filled by each franchise (both Pro and Farm). The first place team from the regular season will receive the first overall selection. The draft will then follow snake order with the exception of the third round where the order will mirror that of the second round. The fourth and each subsequent round will follow true snake order starting with the first place team of the previous season.
Draft Eligibility For the Entry draft a player is available if he is of draft age as of October 1 of the upcoming season or has been selected in a previous NHL Entry Draft, but unsigned to an ELC. Players can not be selected in the Entry or Free Agent Drafts if they have not been chosen or expected to be chosen by an NHL franchise. Players signed to overseas contracts are ineligible unless they have at some point been a prospect of or held a roster spot with an NHL franchise.
Penalties Failure to adhere to the salary cap will be followed by a $500,000 fine for each day the SCHL franchise's roster is found to not have been in compliance. Each GM is responsible for properly calculating available cap space, checking this against the season's thresholds and making the necessary adjustments to remain in compliance. Spot checks will be conducted by the Commissioner and/or Co-Commissioner. Proof of non-compliance must be submitted to the SCHL GM community via email and posting on the league website prior to an owner being fined.
The first suspected instance of collusion or tampering by a GM/s, will be followed with a review by the Commissioner and a randomly chosen member GM. If significant proof is found, the GM/s in question will be fined $1,000,000 and a loss of either a first round SCHL Entry and/or Free Agent Draft selection. Subsequent suspicions of collusion or tampering with significant proof will result in immediate revocation of the SCHL franchise/s by the league's home office until a suitable GM can be selected as a replacement.
The first suspected instance of an inattentive or inactive GM will be followed with a review by the Commissioner and a randomly chosen member GM. If significant proof is found, the GM will result in a warning, followed by the immediate revocation of the SCHL franchise by the league's home office until a suitable GM can be selected as a replacement.
Prizes Based on the total number of GM's participating in any given season, the payout will be allocated as follows:
- Ken Holland Award (First Place Regular Season) - 25% of total and the first selection in the Free Agent Draft.
- Lou Lamoriello Award (Second Place Regular Season) - 15% of total
- Scott Bowman Championship Award (Playoff Champion) - 25% of total and League fee waived for the next season.
- Glen Slather Award (Playoff Runner Up) - 10% of total
